PA and DA (the famous metrics calculated by Moz) aren't nearly as accurate of metrics as many people make them out to be. Trust Flow and Citation Flow by Majestic are usually more accurate for a good estimate of how much "link juice" a Web 2.0 will pass. Anyone who has used Majestic over Moz understands that Majestic has a larger and more quickly-updated index of links.

With a Web 2.0 as a buffer, you can create backlinks to your site in the form of an article, and then do a GSA linkbuilding campaign to that Web 2.0 to increase the value of the link going to your domain. Sending a large amount of links to a massive corporation like Tumblr will not do anything to their rankings, and will only increase the power of the links on your Web 2.0.
